"Replacing last" abuse

How often people are replaced for no reason? You wait for a game 20 minutes and then last second someone who is friend of captain comes and he replaces, when player is still here.
This is unfair too because other captain might have picked me (replacing not the last one, but one player before him.)

I think this needs rules update or player who is here and wants to play should accept that he will be replaced for no reason other then captain wants another one now.
