    Default ---LATEST CHANGES--PLEASE CHECK---

    Changes in vouch system :

    -IVR does not require secret line on VR
    -IVR can be done on RGC by whispering staff

    -FVR changed : now it is used for vouching back people who once got banned/unvouched. Use this carefully.
